Toronto fraud cases are on the rise. But as the number of crimes increases, so do the number of cases that remain unsolved.
Toronto police reported 17,000 fraud cases in 2024, costing officers $368.6 million. That’s about 3,000 more than the number of fraud cases filed in 2023, said Toronto police spokesperson Nadine Ramadan.
According to data presented at a police board meeting last month, only 83 per cent fewer cases were completed in 2023 than in 2015. There are several reasons for this. Fraud investigations are complex and often take six to 18 months to resolve, said Toronto police spokesperson Nadine Ramadan. As crime and fraud continue to rise, the number of investigators is a major challenge. Last month, TPS requested a $46.2 million increase in its 2025 budget to hire more officers and address growing needs. The Toronto Police Service Board approved the request, but it has yet to be approved by council.
